How to Identify:
There aren’t too many possibilities with this photo.  It is obviously a hawk and a dark one at that.  This quickly limits it to any of the dark morph or dark subspecies of Red-tailed, Swainson’s, Broad-winged, Ferruginous, and White-tailed Hawks.  The most important thing to notice on this bird is the tail pattern.  The weak barring on the tail with one strong band on the end of the retrices identify this bird as a Rough-legged Hawk.
